If it were decided to try to stop transit goods

any of which could I think be carried out under Ordinance

we are to follow the lines laid down for applying the

/E China . Proclamation (See paragraph 8 of Draft to Hongkong 23rd December 56418) there would seem to be no

reason why we should'nt adopt (i).

As however we are not openly treating persons

on the A.list as enemies it may not be desirable to go

so far in this case.

We should I think also consider whether we

ought not to send out some directions to Hongkong and elsewhere about treatment of shipments to persons on the Statutory Black lists.

The
